How does registered mail work

How safe is that? I use the post office daily and they have a very good track record with me, but I have experienced some serious lapses. I can understand how frustrated you are with the registered mail package.

Two of the four cards that were returned to me were flawed, One had the right side torn off so the complete barcode could not be read and had no PO District Date stamp.

Another card was intact, but no stamped PO District date was placed on it. In summary the mailing process was compromised.
