My office is less than square feet, and the ceilings are about 8 feet, and I can definitely hear the portable air conditioner running, but it does not disrupt or intrude into my normal conversations via phone or in person when I am dealing with customers.

Even on the highest fan setting I can still hear people just fine. Most portable air conditioners make some sort of noise, and I've dealt with a few the last few years, but the noise level has never bothered me.
